Illicit Discharge Detection & Elimination
Field Investigation
FluidState is experienced with all phases and methods associated with field investigation for IDDE work to comply with MS4 Minimum Measures. We have spent years refining our field methods for the rapid collection of data at outfalls and key system junctions for dry weather survey work and can accurately and quickly run field tests for:
pH / conductivity / temperature
Ammonia
Surfactants (MBAS)
Chlorine / Fluoride
Additionally, we are experienced with the collection of samples for:
Bacteria (E. coli)
Microbial Source Tracking (qPCR and others)
Environmental Canine Services (ECS) Ship & Sniff Testing (with whom FluidState has a unique reciprocal partnership for field work)
We are also experienced with advanced investigation methods using:
Optical Brightener Traps
Dye Testing
Liquid Smoke Inspections
ECS Field Investigation
We have also developed efficient data collection tools to facilitate the collection and storage of this data using customized hand held device applications that can easily be shared, displayed, and sorted using either spreadsheet-based or GIS-based tools to generate meaningful reports and maps for progress tracking and reporting.
Program Development
We understand that developing in-house capacity to deal with IDDE issues is important for the continued success of your MS4 permitting program. You need field technicians and program managers who understand the needs, opportunities, and challenges presented in complying with the IDDE Minimum Measure. FluidState is able to help you develop that capacity based on our experience with these issues over years of IDDE investigation work and collaboration with municipal partners.
We can provide training related to:
Field work
Advanced investigation methods
Data collection
Mapping
We can also help to create IDDE program documents for integration with your Stormwater Management Plan. This all adds up to you spending less time on this Minimum Measure internally, letting you focus on pressing issues.
Mapping and Data Collection Solutions
FluidState knows, based on thousands of outfalls investigated for illicit discharge issues, that having accurate maps that are readily accessible in the field is critical to an efficient IDDE program. Additionally, we know that having a robust field solution for data collection that integrates accurate infrastructure mapping, complete data collection forms (with mandatory and responsive entry slots to ensure that all necessary data is collected the first time), and that integrates past inspection data so that field staff can make informed, on-the-fly decisions, can greatly improve efficiency and efficacy. This means that you can find and solve more problems more quickly.
We use a combination of GIS platforms and hand held device applications to accomplish this, based on the preference of our partners and clients. We are not necessarily beholden to one platform over another - we believe that there are multiple solutions to the mapping and data collection issues that face MS4 program managers and other municipal officials. Having adaptability and flexibility is key in providing the best solution possible.
